This may be from a program running at start-up which tried to connect to a servers Url. ( web address)

A programs certificate of authentication or security may have failed the connection to the server or the network itself may not have been it full operation during the attempted connection.

OR:

Look for a program that you have, that may be updating , are failed an attempt during updates or one that you may have cancelled the updates during its attempt.



Try Cleaning out the Browsers Cache folder

You can remove this file from startup by clicking Start

Then type into the "search programs and files" box

msconfig



in the Startup tab search for startup item called "Debug" and disable it,



there was a file located at C:\Users\\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

called debug.log

when i disabled this startup service it automatically got removed and after a reboot the notepad popup was gone however the service was still showing in the startup tab in msconfig. maybe someone else has some more information on how to remove this entry if it bothers you
