Dell Studio 1737 battery not charging?

My Dell Studio 1737 laptop battery is at 23% charge left and the only way to keep it running is to keep the power adapter plugged in. When I plug the adapter in, the battery meter in the taskbar says that its plugged in, but not charging. The adapter itself has some damage on the part where you plug it into the laptop, the cord is slightly ripped. Also, when I plug it in the blue charger light stays off until it is at a certain angle. I'm not sure if the battery will not charge or if the charger can't charger the battery. Please help thanks!

Usually I would say that if the power is getting into the laptop and the laptop is running and the "charging light" comes on but the battery will not charge, it would be the battery at fault. But with the damage reported having to hold the plug at an angle etc. other connections might not be made with the plug being held at an angle. It sounds like it have been dropped and you might be lucky it's working at all.

The most probable issue is broken battery, if it only runs by keeping charger plugin and battery removal. At this time, laptop needs battery replacement.
