Code 19 - Dell+Acer laptops after norton 360... tried upper filters reg fix, works 1x, then input devices fail?

3 laptops were purchased, 1 dell and 2 acer laptops running Windows Vista. Apparently Norton 360 was installed on each one. The DVDRW Drives (Matshushita/Panasonic/Matshita UJ880AS in the Acers) fail to work and a Error Code 19 appears on the screen. Can't find the right driver, looks like Windows is using the standard drivers (cdrom.sys etc). Microsofts website says to get into the registry and edit entries for upper/lower filters. After carefully following the recommended steps, the DVD drive works again. Then, the next reboot, all input devices fail (keyboard, mouse, etc.)

Tried uninstalling Norton 360 and doing extensive cleanup, no luck.
Tried booting from bootable CDs, no luck.

Please help our nonprofit get its CD/DVD drives back.

You CD drive is missing or you DVD drive is missing or not recognized by windows.

To instead fix it yourself,

1. Click Start

2. Click Accessories, and then click Run.

3. Type regedit, and then click OK.

User Access Control permission

If you are prompted for an administrator password or for a confirmation, type the password, or click Allow.

4. In the navigation pane, locate and then click the following registry subkey:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}

5. In the right pane, click UpperFilters.



Note You may also see an UpperFilters.bak registry entry. You do not have to remove that entry. Click UpperFilters only. If you do not see the UpperFilters registry entry, you still might have to remove the LowerFilters registry entry. To do this, go to step 8.

6. On the Edit menu, click Delete.

7. When you are prompted to confirm the deletion, click Yes.

8. In the right pane, click LowerFilters.

9. On the Edit menu, click Delete.

10. When you are prompted to confirm the deletion, click Yes.

11. Exit Registry Editor.

12. Restart the computer.
