Toshiba Laptop Windows Installation disc required, so the laptop does not turn on?

I've had my Toshiba laptop for less than a year, and now I can not use it. The laptop boots up, but then I am given a black screen with white writing. This is what it says:
"Windons failed to start. A recent hardware or software change might be the cause. To fix the problem: Insert your windows installation disc and restart your computer." etc etc.

The thing is, I was not given a windows installation disc when I brought the laptop. I can not go on safe mode or anything. it just does not let me. Also, I have tried pressing F12 and F8, but nothing seems to solve it.

Where can I download the windows installation (free) from ? (can I put it in a USB to put it on my toshiba laptop?)
What can I do to solve this?

You can get a Windows Repair disc image from http://lair360.co.uk/blog/1053/windows-7-repair-disk-iso-file/ -- but use ImgBurn from http://www.imgburn.com/index.php?act=download rather than their suggestion.  http://techfleece.com/2011/05/06/windows-7-repair-disks-and-windows-vista-recovery-disks/ and http://www.bleepingcomputer.com/tutorials/windows-7-recovery-environment-command-prompt/ have good instructions for using the disc once you've made it.

To transfer it to USB drive, have a look at http://smallvoid.com/article/winnt-usb-repair-disk.html

You can also get a full Windows 7 SP1 disc image from http://downloads.pcauthority.com.au/?act=search&cat=67   Make sure you get the one that matches your current system, or your licence key won't work.

There's not much u can do - friend had the same problem and the HD had wiped the complete windows system, she will have to buy a new motherboard which may help and costs around £50 reconditioned and then will probably have to buy the complete windows installation system which if you can buy it anywhere will cost from £100, if the motherboard is the problem maybe she can get in through the BIOS system and save what might be there but seems she will be cheaper buying a new laptop, Good Luck

Go back to where u bought it and tell them why you didn't get an disc. You have to get one. If u didn't call windows or go buy one at the store that's your only hope
