I have a Acer Aspire 5610 if that makes any difference and the noise it makes when the screen is moved is the same noise you would here if you plugged in a usb device... why is this?

As has been pointed out, this could easily be a broken connection to a web camera, and tilting the screen could be causing that break in the connection to be Connecting the camera, then disconnecting the camera, causing you to hear the sound of a device being connected and removed from the computer.
It could also be the Lid Close switch.
It could also be a bad connection for the screen itself, and you are hearing that dual tone because the computer thinks you are switching from External to Internal display repeatedly.
If your laptop is on warranty, call Acer. If not, call a local repair shop... or... stop moving the screen backwards and forwards.

This sounds like it could be caused by a poor connection in the ribbon to the screen,
Does it have a built in web cam and mic?
If so turn on the web cam then move the screen if the cam goes off and the noise is there than that is the device which is being disabled then re-abled if the sounds go off then it is the mic which is being disabled and then re-abled
If no web cam and mic then open up the device manager and watch which service is changed (if any)

Every laptop has a "Soul". When you move the laptop in the manner you do, you are causing it pain. Essentially you are slowly killing your laptop by doing this. Its silent screams are telling you that you are so evil that even you are capable of killing a defenseless laptop....I hope you are proud of yourself.

it looks like your screen's hinge is squeaky. deal with it or risk your laptop trying to fix it. and idk what your talking about with the usb problem. btw you might as well mark this best answer because all your other answer's are pitiful. :D
