Computer shuts down when battery gets low?

My HP pavilion x360 shuts off when the battery gets low, as soon as the notification comes up saying the battery is low, after that sometime at around 9% it shuts off. It isn't becuase of the battery during becuase it still has some percentage. It doesn't fully shut down though, it just is almost in a sleep mode and the power button flashes and I can press the windows button and it flashes but I can't get the screen to turn on. I fully powered it off and tried to turn it back on but the only way I can get it to turn back on is to plug it in then power it on and it works which then I can unplug it, but once again a bit after, it will shut off again. How come this is? How can I fix it?

Windows Key + I → Control Panel → Balanced → Change Plan Settings → Change Advanced Power Settings → Battery

Go through the list and make amendments to all that apply such as Processor Power & Display

This cant be fixed - your computer preserves a small percentage of battery initially so that when you plug back in you can resume what you were doing - if you wait too long you force the computer to completely shut down and you have to restart all that you were working on. While it is good to let your battery drain completely upon occasion (this helps to reset your battery to take a full charge) when you see the initial warning you should either save and shut down or plug in to continue what you were doing

It is highly likely the battery is failing and at 9 % that would almost certainly cause the machine to stop.
