I am writing this on a dell Inspiron 1501. And I know what your problem is because it happened to me too.
Check to see if your number lock light is lit. It is square with a half circle on top (some say it looks like a lock) with the number 9 inside of it. When the number lock light is lit it allows you to use the m, j, k, l, u, i, o, 7, 8, and 9 keys like a number pad. You can also use the number pad feature if hold down the Fn key. If number lock is lit and you hold down the Fn key it does the opposite and allows to use those keys as letters once again.
To toggle number lock off look for the Num Lk key in the very upper row of keys and press it to turn off the number lock (9 inside of a lock) light.

I went into apps found a thing called function key clicked it and it poped up a window saying Toshiba function key enables functions when pressing specific keys in combination with fn or something like that and I clicked ok and then I could change my volume and stuff without pressing FN

Your Function PadLock button is turned on. Find the blue button that says Padlock or may look like a keypad. In my case on one laptop it is the F11 key and on another is an F9 key.

It sounds like something got spilled on it and the key is sticking.I know I spilled something on mine and they are messed up now.
Remove the key then take alcohol and a Q-Tip and clean where the key goes then let fully dry then replace the key and see if that helps or not.
Good luck.
