that much RAM would only be used if you run recording software in the background like Nvidia shadowplay. if you dont run this, 8 GB will be enough even for current games on very high settings. Kaustav_whoami is correct. you should look at the possible CPU and GPU options (heavy emphasis on GPU) as RAM isnt as critical and can be easily upgraded in the future where CPU and GPU are much more important and can't be upgraded easily.

now just to inform you, clock speed alone is never a good measure of performance. you need to look at core count, memory bandwidth, core architecture, and many other specification as well as clock speed to get an accurate representation of performance. the best thing to do is to look up benchmarks for both the CPU and GPU.

google the CPU/GPU model name (i.e. Intel Core i7 4710MQ or Nvidia GTX 980m) and benchmarks. look for whichever combination is the best for the price you can afford.

with this information, you can find the very best laptop possible without wasting money on specs you dont need.

People play games at ultra settings with just 8GB RAM. You'll be okay with any of those. What really matters is the power of CPU & GPU. So, instead looking in RAM, look in better CPU+GPU combinations. You can always upgrade the RAM later if you do a lots of multitasking. But, laptop CPU & GPU are not upgradeable in 99% cases. So, you'd be stuck at those for the rest of laptops life.

If you plan to use it for long time say 5 year which is unlikely it may be usefull. For now and the next few years 16GB RAM is abundant.
