For learn purpose even some unwell pc of 15000 will do, 60,000 is barely for gaming What do u wanna do with ur pc? C, C++, JAVA? those will paintings even on historic pc like living house windows ninety 8 So be particular and say u prefer a gaming pc, choose for Dell XPS series

Neither is optimal frankly, the GPU needs to be at least a 660m... my beastly i7, 16 RAM, 560m monster alienware (although I got it for cheap off ebay) runs Autodesk Inventer Pro 2013 and call of duty like a champ. Make sure everything that your laptop has is at least 50% higher than the recommendations for your CAD software. The second laptop is best (I am guessing it is an HP), but I recommend going to costco.com and checking out the higher end laptos over there. A great one with a three year warranty will run you about $800-$1000, which is the minimum budget if you plan on using engineering software (believe me, I am an engineering student as well). :)

The 2nd one because of the Nvidia graphics card. The first one is using crappy integrated graphics.
