How to increase or decrease the laptop fan speed in windows 7?

Hi friends,
Just bought a new laptop(Dell .XPS L502x).It's always a has a bit higher temperature.So I decided to increase the fan speed a bit.I am a new person to laptops,so suggest me methods which could be easily done from the control panel,and while telling your answers,explain nicely.Don't suggest me laptop cooling pads and more,as my father won't allow me to buy those things.....Also don't suggest programs like riva tuner and speed fan as they don't work for me.

You can't it's factory set ,the fan will automatically throttle up if the heat inside the laptop reaches above the thermal sensor limits and mainly for dell i would not recommend any speed control or fan speed program besides speedfan to monitor the temps and speed fan is the only program that would really work on dell's i have three of them two desktops and one laptop

I could be incorrect, but I believe most manufactured PC's are programmed so that you can't mess with the fan speeds.
