how to reinstall a laptop with no operating system with no CD/DVD ROM drives or discs?

i have no operating system at all and my cd/dvd ROM doesn't work either is their a way i can fix it ?

It depends what is wrong with the computer, if the hard drive has failed, there is nothing you do can apart from replace it and get a an external USB CD/DVD and to reinstall the OS from your recovery discs, that were supplied or you made when you first got the machine. If this is the case you would be better send it to a local workshop for this to be done and get them to see if it economic to repair, especially if the DVD. Drive is not working
If the operating system is simply corrupted you may be able to do a factory restore, some laptops have a hidden recovery partition accessed during boot up with a special key combination to start the recovery process. As you don't give us the make or model of the laptop, that's the best we can do

Order the original operating system recovery disc set from the laptop manufacturer customer service the use a USB external optical drive to install the new original operating system. Post the brand, model number version of the Windows operating system when asking a question. Is it the old internal hard drive or a new hard drive that has no operating system on it ? Does the old hard drive work or did it fail ? Did you format the HDD before making a cloned image of the operating system on it ?

had same prob, took it to a it technician and he used the windows registry code to get me a backup system32 prompt, he charged £30 though ._. i think i got ripped of but i was desperate

get it right, a cd/dvd ROM is a disk with info on it such as the windows installation cd....you mean your disk drive doesn't work properly

You could install Linux using a memory stick.
