I press PRTSC+FN and copied it on paint, and the screen is too big and cuts off half of the screen. I am trying to do a screen shot of my March Madness bracket and cant get it to fit the whole bracket. any help would be appreciated!
PS is there anyway you can cut off the tabs on the top of your browser when doing a screen shot?

Don't use print screen. Use the Snipping Tool. I use mine so much I pinned its icon to the Taskbar. You'll find the Snipping Tool at Start>All Programs>Accessories.
To use: click on the Snipping Tool icon. A little window with controls will come up, the screen will get murky (don't panic;-) and the cursor will turn into a cross. Click and drag the cross over what you want to "take a picture of". If you make a mistake, just close the little window and try again. If the little window is in the way, you can drag it around. The Snipping Tool as a highlighter and colored pens for pointing out important things. When you've got the "snip" how you want it, use File>Save As to save as a jpg.
Here's a little quickie snip I just made of this question and answer.
Additional: if you want a picture of the whole screen, don't worry about the little window. It won't appear in the saved jpg.

Yes open browser click view click full screen and it hides the tool and URL bar etc. to get to the tool bar just move the mouse/pointer up to top then click view and click normal or click maximize button at right top. Or print screen bottom half and then scroll up and print screen bottom half of page.

Then pass to paint and hit administration v or paste and it will paste it
