Planning on buying a new laptop with multiple OS on the same laptop(Mac OS and Windows Vista). Have several questions regarding this:
1. Where can I buy it at? (I tried at best buy and Microcenter but no luck)? Please can you provide a reliable website?
2.How much will it cost me approximately? I know I need to pay for both the OS?
3. Will it be a PC as hardware with Mac and Vista OS on it or will it be a MacBook as hardware with Mac and Vista OS on it ?

Only Macs can easily run both OS. You can buy them at the Apple store, Best Buy (strongly discouraged), or NewEgg.com. It's not impossible to run a Mac OS on a PC but it's a huge waste of time and energy. You're always better off buying a Mac.

The base model MacBook starts at $949 with a student discount (or $999 without). You can buy a refurbished model starting at $749. No matter what you choose, you're getting one of the best computers available.

It will be Mac hardware but with Boot Camp you can run full Windows OS and absolutely any software. There is NO software a PC can run that a Mac running Boot Camp cannot.

It's like having the best of both world. You get the Windows OS without the POS machine.

No, you cannot run the Mac OS on a windows based PC. You will need to buy a Mac and load windows as the secondary OS. The Mac OS comes with Bootcamp which makes this possible, or you can download and install parallels. Parallels allows you to run windows virtually meaning there is no need to buy a copy of Windows. Parallels does cost about $50, but it beats buying a copy of Windows for at least $140.

It is illegal to own a Mac on a PC, but I'm unsure of a Windows system on a MacBook.

Macbooks are quite pricey, starting at $999 according to apple: http://www.apple.com/macbook/

I would probably have a Mac and Vista with Vista specs, since Vista is a little more "resource-using"
