That is not a function of windows, it is a function of the specific programs you are running. Did you press f11 in the browser?

I have Windows 7 on my desktop and the F11 key toggles full screen mode in both Internet Explorer and Firefox. Also, dragging a window to the top of the screen and dropping it there makes it expand to the full size of the screen (which is a bit different than full screen mode, but close). If that's not working for you, there is something else going on, because that should be standard behavior for Windows 7.

As previous posts have mentioned F11 will display your web browser full screen, go into 'view' in word to change the screen view, Here are some other shortcuts that may help: http://windows.microsoft.com/en-US/Windows7/Keyboard-shortcuts.
