Go to control panel and then click on touch pad. There should be a option to enable or disable scrolling on the side of the track pad. There should also be other features like the speed at which you scroll.

Update the driver. It might be under the windows updates optional updates (synaptics touchpad probably.) if not then go into the device manager and update it manually.

Does your laptop use the Synaptic Pointing Device driver? If so, open the control panel then open the mouse properties. Now click on the Device Properties tab and enter the settings for the Synaptics Touchpad. There are settings for scrolling in there. You can also access it from the icon tray in the bottom right corner if it's enabled.
