Restart your laptop and before booting windows press F8 several times then from that black and white menu choose "Last good configuration" if it doesn't work you have to show it to an expert . don't afraid of your mom ;)

Have you tried plugging the cooler into different USB ports? It could be a number of problems, but first check to see if none of the ports work, and try different accessories. If none of them work, try going to the device manager and seeing if the devices in the ports show up there. If not then the USB ports must not be connected. You could try restarting the computer, but besides that I'm not sure of any fixes. I'd probably search the internet for forums where people have solved the problem. It could be a number of issues.

This has nothing to do with the beating that your USB ports took during the assault but maybe your USB drivers were uninstalled after something that you or someone else did on your laptop. Go to the manufacturer's website and look up your model number, reinstall the USB port drivers, restart your computer, and then see if they work after that.

okay one of two things happened either the cooler just broke (which happens alot) or your usb ports are screwing up try pluging something like a flash drive or mouse in to them this will answer that question

if what ever you plug into does not work you might need to repair your windows copy just google it and you should be able to figure it out its not hard

hope this helps :)
