One important thing to remember is that if you're buying the Dell Inspiron 15R Special Edition (which this is), you need to make sure that you are buying a model that comes with the "1080p" (1920x1080) display and not the "720p" (1366x768) display.
Two reasons for this: Panel quality, and the resolution itself for the screen size. 1366x768 resolution in a 15.6" display makes things onscreen large, and 15.6" displays that have 1366x768 resolution tend to be low-grade LCD panels with very poor image quality due to low contrast. Displays like this are something you should make a point to avoid when it is reasonable to do so, unless you require the larger text for eyesight-related reasons. The 1920x1080 display is actually pretty good. In addition to having good contrast and a large workspace due to the resolution itself, it is also an antiglare/matte display.
And remember that this issue surrounding the display is far more important than anything processor-wise. It's okay to have an i5-3210M instead of an i7-3632QM. In fact, you probably won't notice a difference unless you have a specific application you can cite that would take advantage of it. The processor is an over-marketed component. Most processors are plenty-fast for the majority of users. Game performance, for one thing, tends to be bottlenecked by the GPU rather than the CPU. Keep in mind that an i5-3210M is not a terrible processor, but a 15.6" 1366x768 display is pretty bad as far as displays go. You should focus on improving a display that's pretty bad before you start trying to improve upon a processor that's more than likely already faster than you need.

Aside from that, it should be fine for moderate gaming and whatnot. The Radeon 7730M isn't the fastest out there, but there's also a lot out there that it's a fair bit better than.

- Leave the NVIDIA GT 650M GPU selected. It's substantially faster (for game performance) than the other two GPU options, and is one of the primary selling points of this model. Saving $25 isn't generally worth the size of downgrade going to the 630M would be, and generally I'd suggest going for a completely different laptop anyway if you want to downgrade the GPU to either the 630M or Intel HD 4000.
- Leave the 1920x1080 display selected. Don't downgrade to the 1366x768 display. The 1920x1080 display is great, and is also one of the primary selling points of this model, but this isn't just an issue of how good the 1920x1080 display is, it's also an issue of how not-so-good the 1366x768 display is. 1366x768 resolution in a 15.6" display makes things onscreen large, and 15.6" displays that have 1366x768 resolution tend to be low-grade LCD panels with very poor image quality due to low contrast. - The processor, at the i3-3110M, is fine for most people. The processor an over-marketed component, and is not one of the top priorities you need to focus on.
