My Compaq Evo n1020v now is extremly slow with viruses and everything. I really need to re-install Windows XP. I have the disc already on a CD i burned with nero at 4x. I tried both XP and 2000 Pro CDs and changed the BIOS boot order to CD-ROM first. I see nothing saying Press Any Key To Boot From CD/DVD as my desktop does. However, an ubuntu DVD boots and installs fine.

The CD probably has been incorrectly written. You should use genuine Windows CDs instead of copies.
