I'm on Windows Vista and when I mouse over the battery icon it says 32% Not Charging. I don't know why this is, any advice?

You're battery is faulty. My laptop had this problem and everytime you use the battery the percentage will slowly drain to 0. You will need to buy a new battery and these can be around £20 on eBay. Just type in you're laptop's model number and it'll come up. I would avoid the really cheap batteries but don't be afraid to buy from China, they're not fakes or dangerous. Truth is your laptop was probably made in China it's self.
In future, try not to keep your laptop on a bed or in charging all the time as this reduces the batteries life when it over heats. In this particular case it is NOT your fault. The battery was faulty when bought. If you can, take it back to the shop where it was bought to get a repair/replacement (If within warranty).

Click Start and type device in the search field, then select Device Manager .
Expand the Batteries category.
Under the Batteries category, right-click the Microsoft ACPI Compliant Control Method Battery listing, and select Uninstall .
WARNING: Do not remove the Microsoft AC Adapter driver or any other ACPI compliant driver.
On the Device Manager taskbar, click Scan for hardware changes .
Alternately, select Action > Scan for hardware changes .
