What brand of notebook is it, and what processor does it have? Some Windows CE systems aren't compatible with other versions of Windows, but you might be able to install Linux.

You should be able to get at least Opera 9 SDK on it. Opera's site has different versions on it for download.

I would return it, if it's one of those 100 buck machines. They are very limited, and can't be updated, as far as I know. Get a used decent laptop instead. maybe something like this, which is muuuuuuch better. http://www.ebay.com/itm/Thinkpad-T60-MN-1953D9U-CDuo-1-66Ghz-2GB-RAM-60GB-HD-Win-XP-Pro-/220913597563?pt=Laptops_Nov05&hash=item336f79fc7b#ht_1966wt_1037
