My parent's had bought a laptop from a pawnshop. It is a Dell Inspiron 3700. So i am trying to install XP on it. But i have ran into a couple issues. One is in the bios. The computer loads into Bios fine by hitting F2 but it will not let me change and values. It has Admin password enabled and when i try to disable it, it says i have to unlock the configure setup first in order to make any changes to bios. I have neither one of the passwords. I know how to make a iso disk to remove it but then that goes to the second issue is that it wont boot off the cdrom. I need help removing those passwords..

What OS are you having?

On xp you can try this:

Boot computer and press Ctrl+Alt+Delete twice when you See Windows welcome screen / login screen. It'll show classic login box. Now type "Administrator" (without quotes) in username field and leave password field blank, press Enter and you should be able to login Windows.

Now you can reset your account password from "Control Panel -> User Accounts".

On win 7 or vista:

Ctrl+Alt+Delete won't work, you have to use some windows password recovery software. I recommend Windows Password Recovery Tool 3.0 .

You can reset the bios settings by removing then replacing the battery that keeps the NVRAM that holds the settings powered. Instructions from the Dell service guide:

Reserve Battery

To remove the reserve battery, perform the following steps.

NOTICE: The reserve battery provides power to the computer’s RTC and NVRAM when the computer is turned off. Removing the battery causes the computer to lose the date and time information as well as all user-specified parameters in NVRAM. If possible, make a copy of this information before you remove the reserve battery.

Remove the main battery.

Remove the device from the media bay.

Remove the keyboard assembly.

Remove the display assembly.

Remove the palmrest assembly.

Turn the palmrest assembly over.

Remove the two 4-mm screws securing the palmrest bracket.

Lift the palmrest bracket and turn it over, taking care not to twist the touch-pad cable.

Disconnect the reserve battery cable from the connector on the palmrest bracket.

Remove the reserve battery from the palmrest bracket as follows: *EDIT DO NOT DO THIS STEP, JUST WAIT A FEW SECONDS THEN RECONNECT THE CABLE

a. Tear the reserve battery free from the foam pad.

b. Remove the remnants of the foam pad from the palmrest bracket.

NOTE: When you replace the reserve battery, first connect the reserve battery cable to the connector on the palmrest bracket. Then position the reserve battery on the palmrest bracket to minimize slack in the cable.

Question are the operating install disc made for the Dell lap top or from another computers install of Windows ? If the install is from another computer it will be a illegal copy of Windows, not have the correct drivers and utilities for the lap top.

Put install disc one into CD/DVD drive power off/turn off the lap top then power it back on and the install should auto run, load and begin connect with power adapter before beginning the install, do not stop the install, allow 3 hrs. or more for the install.

Recovery original administrator password and then change it to one you choose, write it down and keep in safe place.

The Ophcrack Windows password cracker is the best free Windows password recovery tool available. Ophcrack is fast and easy enough for a first time password cracker with basic Windows skills. http://ophcrack.org/
