Downloading stops at 99 percent?

Hi... I am in trouble.. Pls help
I've formatted my PC and installed Windows XP, Service Pack 2, 32 bit. It is running smooth but whenever I try to download anything, downloading stops at 99%. I've Internet Explorer 8 installed in my PC. I've searched the solution for this on internet.. there I found that I need to turn off my anti-virus but there is no anti-virus installed in my PC.
I've tried downloading using Google Chrome still I'm having the same issue. Pls suggest.. why I am facing this problem and how to resolve this.. Thanks in advance.

Try these things...



1) If Windows Firewall is On, Than turn off the firewall for few minutes and than again try to Download it. If problem solves than add exceptions of your browsers in Windows Firewall and again turn your Firewall On.



2) Try any Downloader Application instead of default downloaders of your browsers, You can try a Trial version of IDM or Orbit. And check if it downloads or not.
