So let me get this straight...

You, without doing any research, bought an incompatible processor and installed it into your laptop? Just because it is the same socket, does not mean it is compatible.

Now you removed it and put the old one back in and the fan does not work... No offense, but you should always have someone with experience help you in this kind of thing before you attempt something on a computer you actually use.

Did you remember to plug the fan back in when you reinstalled it?

Did you close the lock on the processor socket?

Your fan is OK, it only run when it is hot, it has an internal thermocouple set to certain temperature . As long as the laptop is OK, you are fine.
