You need to edit this question - what kind of laptop? What OS? What happens when you try to run a DVD? Have you tried this on more than one DVD? What is a DVD decoder? I know that apple powerbooks of the late 1990's needed a special card, but modern laptops don't.
"do you think the video part in laptop has been deleted"
not if you can see stuff on the monitor.

if you have deleted any driver for video then you would know
to check to see if your drivers are working properly go to you device manager and then update your video drivers
don't update from there though
go to your manufacturer of your pc and then download the correct driver and save it to the desktop
go to the device manager and then right click on the driver that is messed up and then click update, browse your computer for it

I ran into the exact same problem on my desktop. i recommed you download install VLC media player. cause if you are trying to do watch movies on your windows media player and you dont have the decoder, then lyou have to buy it. unlike the VLC, its free.
